The California Chamber of Commerce Board of Directors last week released a comprehensive list of positions on measures appearing on the Nov. 3, 2026 statewide ballot.
While many of the positions were taken at the quarterly meeting on Sept. 11, 2026, other proposals were considered in previous Board meetings, prior to the June certification of propositions by California elections officials.
CalChamber positions cover 10 of the 14 proposals voters will consider in the general election.
CalChamber Ballot Positions
- Proposition 1: Authorizes Bonds for Housing Affordability Programs (YES)
- Proposition 2: Increases State’s Rainy-Day Fund (YES)
- Proposition 4: Repeals Prohibition Against Public Funding of Election Campaigns (NO)
- Proposition 37: Creates Loan Program for Middle-Income Buyers of Qualified New Homes (YES)
- Proposition 40: Imposes One-Time Tax on Certain Taxpayers (NO)
- Proposition 41: Prohibits New State Taxes That Exclude Revenues from State Spending Limit. Requires Audits for New State Special Taxes (YES)
- Proposition 42: Prohibits New State Personal Property Taxes and Certain Retroactive State Taxes (YES)
- Proposition 43: Limits Voters’ Ability to Raise Revenues for Local Government Services (YES)
- Proposition 44: Requires Community Health Clinics Spend 90% of Revenue on Program Services (NO)
- Proposition 45: Modifies Environmental Review for Certain Projects (YES)
CalChamber not only strongly supports Proposition 45, the Building an Affordable California Act, but led the effort to qualify the measure for the November ballot. Prop 45 will streamline the process for building the essential projects California needs — such as housing, clean energy and water, and vital infrastructure — to ensure the state’s prosperity for future generations.
Editorial boards of the Orange County Register, San Diego Union-Tribune, and Bakersfield Californian have endorsed Prop 45. More than 160 organizations have now joined the campaign coalition.
